Royals fans complain about the team's poor pitching development. JJ Picollo points to 2018 draft class graduates as proof of their success. But the 2018 class had a collective ERA above 5.00. A good development system takes a guy with a back-end starter profile and squeezes out a mid-rotation starter. It takes long reliever profile with high-leverage inning guy and makes him a high reliever. The theory is that a good system is based on the 70th or so projected percentile outcome for each pitcher and turns it into the 50th percentile projection.
