The game is struggling in England and needs changes to prevent it from getting worse. The number of players on the pitch should be reduced to 13. Free kicks without the option of a scrum reset are the appropriate sanction. Rules on scrums should also be changed. It's already happening in the men's game and more English clubs are joining. World Rugby should make changes. They need to reduce the amount of ball pinged into the corner and reduce scrummaging.
