With rain predicted, who is the best outside bet?

Formula 1 is heading to the Nurburgring for the 2020 Eifel Grand Prix. The betting lines for this weekend's race are presented in decimal form.

Lewis Hamilton took pole position in Russia. Valtteri Bottas was second fastest in that race. Max Verstappen is 5.50 points behind Hamilton in the race in Germany. It's possible that rain could affect the qualifying.
